I'm not talking about the actual move, but the drag and drop process. As I grab a note, you get the red slash in a circle showing you can't drop it yet. I drag it across to another folder and that icon stays on the screen. It takes about 10 seconds for it to go away and the folder to become highlighted so you can let go of the note. 

I tried this on web version and don't see this behaviour, but I much prefer using a Windows app than another tab in my browser.
